  A Cooperation Protocol was signed by Prof. Dr. Ali Doğramacı, President of Bilkent University, Ankara, and Prof. Dr. Ekmeleddin İhsanoğlu, on 28 September 1993. The protocol foresaw the supply of computer software (an integrated program package called BLISS-PC - Bilkent Library Information Services System) to IRCICA’s library, and maintenance services for the initial year of application.
